Bottle bill expansion likely to make ballot in Oregon

It appears almost certain that proponents of a ballot initiative expanding Oregon's bottle bill will collect enough signatures to get it on the ballot in November.

Sponsored by the Public Interest Research Group, the initiative will place a 5¢ deposit on all beverage containers; currently the deposit applies only to carbonated beverages and beer bottles. The exceptions would be dairy and dairy-like products and licensed beverages with more than 8% alcohol. Opponents, led by local retailers and the Grocery Manufacturers of America, are organizing a campaign to defeat the initiative.
