The bill closes a loophole in existing consumer safety laws by prohibiting the placement of any form of representation or communication in or on a consumer product prior to its sale without the consent of the manufacturer, distributor, or retailer. Violators face fines of up to $250ꯠ and/or prison terms of up to three years.
