India uses plastic woven sacks (PWS) for almost 100 percent of its exports.

BUT, the country uses jute for much of its internal distribution of food stuffs. According to one report, this contributes to 30-40 percent of the waste of agricultural products within India. The report goes on to say that the Jute Packaging Materials Act 1987, which mandates use of jute bags, was to be phased out over time, but is still in effect. The Act, while safeguarding the jute farmers and mill workers, is putting a strain on the economy by exempting the jute industry from duty. This loss of revenue, coupled with the waste the jute bags reportedly produce, causes some in India to ask—why not PWSs—why not now?
