26° of separation for poultry

A new standard to separate fresh and frozen poultry has been proposed by the U.S. Dept. of Agriculture. Spurred on by "news events" like bowling with frozen broilers, USDA has proposed that any poultry chilled below 26°F would have to be labeled as "previously frozen." In the past, USDA allowed processors to label as fresh all poultry even if it had been frozen to an internal temperature of 0°F.

The agency will be accepting public comment until early March. The proposal may satisfy California poultry producers. They were encouraging that state to enact a labeling measure to prevent turkey and chicken being shipped frozen from the Southeast and then sold as fresh in California. The effort failed last year, but media coverage of past practices created a consumer outcry.
