Cigar warnings

Prompted by a sharp rise in cigar smoking, the Federal Trade Commission has asked Congress to pass legislation requiring warning labels on all cigar packaging and advertising, but FTC chairman Robert Pitofsky says the commission may go ahead and impose the requirement if Congress fails to act.

The Department of Health and Human Services called for such labeling more than six months ago, and the U.S. Surgeon General praised FTC's action.
