In August 1995, EPA proposed revising the rule, dropping the sole requirement that steel drums meet DOT performance requirements and instead mandating special inspection and recordkeeping requirements for steel drums that transport and store hazardous waste. That proposal drew howls of protest from container manufacturers, shippers, hazardous waste facilities and chemical manufacturers. EPA's final revisions, if any, have not been released.
