Pack tax troubles abroad

Kassel, Germany's tax on disposable paper wrappers used in fast food restaurants and vending machines, is under attack by Pro-S-Pack, an alliance of material suppliers, packagers, restaurants and vending machine companies.

In addition to mounting court challenges in Germany and other European courts, Pro-S-Pack is conducting an educational campaign to make policy makers and the public aware of how the tax inflates prices consumers pay for wrapped items. Also in Europe, the Luxembourg parliament is considering a volume-based deposit and ecotax system on all beverage containers. Legal challenges can be expected if it passes.
