The Federal Trade Commission has proposed to allow a product or package to bear a "Made in the USA" label if its U.S. manufacturing costs accounted for at least 75% of total costs and if the product were assembled mostly in the U.S.

That doesn't sit well with some members of Congress, who said the label is inappropriate if a product contains foreign parts.
