Reason finally overtakes Delaney

With great political fanfare, President Bill Clinton signed pesticide reform legislation in late July establishing a single health-based standard for both raw and processed foods.

It included replacement of the zero-tolerance for carcinogens of the Delaney Clause with a requirement that a substance pose "a reasonable certainty of no harm." This more realistic standard paves the way for the development and use of additives and packaging that may not have met the Delaney standard but that, in fact, may be safer than those now being used.
