While widespread use of electronic product code (EPC)/radio frequency identification (RFID) at the store level is thought to be years away, retailers are already eager to use it for case and pallet-level tagging.

Consumer privacy advocates and some legislators are worried about the potential for abuse of the new technology and have proposed legislation to specifically regulate RFID.

In testimony before the House Energy and Commerce Subcommittee on July 14, 2004, Grocery Manufacturers of America (GMA) said such RFID-specific legislation is unnecessary and could stifle many of the beneficial uses as well as further innovation. GMA said the “existing legal framework, industry self-regulation, and market forces” provide ample protection against abuse. The debate is likely to continue for years to come.
