Previously, these products were not required to be listed on the CEPA Domestic Substance List or to submit an NSN. The new requirement is designed to ensure that the products undergo a thorough review of their environmental impact. Packaging is unlikely to be affected by the new requirements because packaging is not considered a food additive under the terms of the Canadian F&DA. Furthermore, most substances used in food packaging have other uses that would require them to be listed on the DSL anyway.
Rules & Regs: Canadian regs not likely to affect packaging
Packaging is likely to get a pass on a new requirement for environmental assessment of products regulated under Canadian Food and Drugs Act. According to the New Substances Notification program under the Canadian Environmental Protection Act, as of September 13, 2001, products regulated by F&DA (biologics, food additives, novel foods, personal care products, and cosmetics) must meet environmental assessment standards, as well as health and safety criteria.
