Rules & Regs: Country-of-origin labeling1;again

The Senate Agriculture Committee, by a one vote margin, accepted an amendment to the Farm Bill that included mandatory country-of-origin labeling for fresh red meats, farm-raised catfish, produce, and peanuts.

The USDA, however, may not establish a mandatory animal traceback system to ensure the country of origin of cattle, sheep, and hogs. The amendment, offered by Sen. Paul Wellstone (D-MN), also contains exemptions to the labeling requirements for restaurants and frozen foods. It would require the secretary of agriculture to issue a regulation prohibiting USDA grading of imported meats. The American Meat Institute pledged to work hard to eliminate both the labeling and grading provisions. The vote split along party lines, with Democrats supporting the amendment and Republicans opposing it. Sen. Blanche Lincoln (D-AR) was the lone Democrat in opposition.
