The USDA, however, may not establish a mandatory animal traceback system to ensure the country of origin of cattle, sheep, and hogs. The amendment, offered by Sen. Paul Wellstone (D-MN), also contains exemptions to the labeling requirements for restaurants and frozen foods. It would require the secretary of agriculture to issue a regulation prohibiting USDA grading of imported meats. The vote split along party lines, with Democrats supporting the amendment and Republicans opposing it. Sen. Blanche Lincoln (D-AR) was the lone Democrat in opposition.
