Hoping to control the size, volume, and type of material used in packaging products, the law limits packages to no more than three layers. The relation of product to package must not be excessive, and packaging must not exceed more than 15 percent of the value of the product it contains. In the booming Chinese cosmetics industry packagers have taken a cue from their Western counterparts, using packaging to differentiate products, and appealing to the ever-increasing taste of the consumer. The law takes effect January 1, 2009.
