BATF seeking comments on health warnings

The Bureau of Alcohol, Tobacco and Firearms is asking for public comment on whether current regulations on mandatory health warnings on alcoholic beverages should be amended.

It asked specifically for comments on consumer familiarity with and use of the warning labels, as well as the form and location of the warnings and costs associated with making any changes. In 1999, CSPI, along with 119 organizations and four members of Congress, submitted a petition to BATF asking it to ensure that alcohol warning labels meet basic criteria for effective label design. A survey taken at that time found many warnings inconspicuously placed and hard to read. The petition called for the following requirements: • the health warning statement must be in a prominent place, horizontally on the front of the container, • the statement must appear in red or black type on a white background, surrounded by a lined border, • the first two words of the statement must appear in boldface capital letters in type that is at least 15% larger than the rest of the statement. The rest of the text must be in upper and lower case with the type font maximizing legibility, • the warning statement must be accompanied by a red pictorial device or icon to attract attention,
