Will sun set on Florida's ADF?

Florida's advance disposal fee (ADF) law is due to expire this year, but proposals have been introduced in the legislature to extend the law. Consumers have been paying a 1¢/item fee since October 1993 for products whose packages don't meet mandated recycling standards.

The fee rose to 2¢/package in January. The latest COPE survey found that 63% of Florida residents didn't know their state had an ADF, and few knew the amount. A majority said they would vote to continue the tax at 1¢, but when told the fee doubled in January, 57% said they would vote to repeal it. Consumers, in general, oppose ADF when revenues are used for all types of government programs, not just for recycling and other environmental programs.
