BATF wants the whole bottle

Distillers applying to the Bureau of Alcohol, Tobacco and Firearms (BATF) for approval of a liquor bottle that has the label etched, painted onto or embossed directly on the container must submit a filled bottle along with their label application.

Filled bottles must also be submitted as part of the application when the label is clear or made of acetate. A facsimile of the label should be attached to the bottom of the application. BATF says it needs the filled bottle to make sure the label is legible when the bottle is full. Bottles are not returned unless there is a specific request.
