Retailers pressure manufacturers
Grocery retailers and wholesalers are beginning to put pressure on their product suppliers to shoulder the cost of COOL. Retailers say that though they are liable for correct country-of-origin information and could face costly civil penalties, they are at the end of the food chain so far as knowing the origin of products and services.
