The measure also would eliminate packaging mandates and encourage government-business cooperation in recycling.
According to Rick Best, spokesman for the environmental group Californians Against Waste, it was unclear when or how the committee would act. A number of major interest groups, including those who have made substantial investments in recycling programs, oppose repeal. The California League of Food Processors and the GMA support it.
The committee can hold the bill or take action and send it to the Senate floor.
