Previous attempts to enact a national bottle bill have never moved beyond committee in Congress, but the beverage industry takes each new effort seriously. Jeffords' bill would exempt non-bottle bill states with comprehensive recycling programs that are recycling 70% or more of their beverage containers. Although passage of a national bottle bill is considered unlikely, the threat of forced deposit could boost efforts by states to develop or push comprehensive recycling programs.

Sen. James Jeffords (R-VT) once again has introduced a bill requiring all beer, water and soft drink containers sold in the U.S. to carry a 10¢ deposit.
