FCN funding cut in budget

The Bush budget submitted to Congress in February dropped the Food Contact Notification program widely used by packaging manufacturers. FCN allows a food contact substance (food packaging) to be marketed 120 days after notifying FDA.

Without FCN, manufacturers and suppliers of food contact materials would be required to file Food Additive Petitions to get new products cleared, a process that typically takes 2-5 years. Since FCN was launched in January 2000, over 400 FCNs have become effective. The Society of the Plastics Industry is spearheading an allied industry coalition to get the funding necessary to continue the FCN program in 2007. Without such funding, FCN would expire in October 2006.
