Will sun set on Florida's ADF?

Florida's advance disposal fee (ADF) law is due to expire this year&#44 but proposals have been introduced in the legislature to extend the law. Consumers have been paying a 1¢/item fee since October 1993 for products whose packages don't meet mandated recycling standards.

The fee rose to 2¢/package in January. The latest COPE survey found that 63% of Florida residents didn't know their state had an ADF and few knew the amount. A majority said they would vote to continue the tax at 1¢ but when told the fee doubled in January 57% said they would vote to repeal it. Consumers in general oppose ADF when revenues are used for all types of government programs not just for recycling and other environmental programs.
